Goyang Special City under the 9th popular election races toward the ‘Bukhansan-Changneungcheon National Garden’… Restoration of historical and natural heritage begins in earnest
- Goyang Special City under the 9th popular election reports… Phased designation of Changneungcheon as a National Garden following the establishment of a Local Garden
- Review of creating a ‘Citizens’ Forest’ after relocating the Wondang Stud Farm at Seosamneung and the Armed Forces Counterintelligence School at Seooreung
- Pushing forward with pledges to relocate military units to Sagimakgol, the ‘No. 1 Scenic Spot,’ in line with the UNESCO listing of Bukhansanseong Fortress
Goyang Special City under the 9th popular election is embarking on a major transformation into a ‘city centered on historical and natural heritage’ by promoting large-scale garden creation and historical and cultural heritage restoration projects based on the natural ecological axis connecting Bukhansan Mountain to Changneungcheon Stream and the Han River.
The Goyang Special City under the 9th popular election announced that on the 19th, it received reports from the Green City Business Office, Agricultural Technology Center, and Goyang International Expo Foundation under the Environment and Economy Subcommittee, and held intensive discussions on implementation plans for the major pledges and key projects of Mayor-elect Min Gyeong-seon. The committee presented the creation of a national garden connecting Bukhansan Mountain and Changneungcheon Stream as a key initiative.
Changneungcheon Stream is an urban waterway running through major residential areas in Deogyang-gu and serves as the central green axis of Changneung New Town; the city plans to develop the garden in stages by utilizing municipal land in the area.
Designation as a national garden requires a single area of at least 300,000 square meters.
Accordingly, Goyang City is pursuing a plan to first establish a local garden of over 100,000 square meters and then expand it into a national garden.
The city plans to complete the basic design and feasibility study for the garden by 2027, and invest approximately 66 billion won—excluding land compensation costs—by 2030 to complete the construction and registration of the local garden.
The plan is to apply for national garden designation after undergoing a three-year period of operational performance and quality evaluation.
The project to restore the original forms of Seosamneung and Seooreung, the UNESCO World Heritage Royal Tombs of the Joseon Dynasty, will also be launched in earnest. The Korea Racing Authority's Wondang Stud Farm and the Ministry of Agriculture, Food and Rural Affairs' Dairy Cattle Improvement Center, currently located near Seosamneung, are being relocated under the leadership of the National Heritage Administration.
Once the relocation of these agencies is complete, the city plans to develop the "Goyang Forest Ecological Park" on the site in cooperation with the National Heritage Administration.
The relocation project for the Armed Forces Counterintelligence School, situated in the center of Seooreung, is also expected to gain momentum.
The Ministry of National Defense initially pursued a plan to relocate to Gwacheon, but the schedule has been delayed.
The National Heritage Administration has stated its intention to complete the relocation by 2027, and Goyang City plans to develop the site into the "Goyang Citizens' Forest" after the move and open it to the public.
The relocation of military units in the Sagimakgol area of Bukhansan Mountain was also discussed as a major priority.
Representative-elect Min Gyeong-seon proposed the relocation of military facilities in the Cheongdamgol section—considered the number one scenic spot of Bukhansan Mountain—as a campaign pledge, linking it with the push to have Bukhansanseong Fortress designated as a UNESCO World Heritage Site. The city expects that relocating military facilities will enhance the value of historical and cultural resources and also contribute to the restoration of the natural landscape.
Kim Dal-su, Chairman of the Goyang Transformation Preparatory Committee, stated, “Seooreung and Seosamneung, both World Heritage sites, are the representative historical and cultural assets of Goyang City,” adding, “We must promptly relocate the facilities encroaching on the royal tomb grounds and return the space to citizens so they can freely enjoy it.”
He further stated, “If the creation of a national garden connecting Bukhansan Mountain to Changneung Stream and the Han River, the inscription of Bukhansanseong Fortress as a World Heritage site, and the military base relocation project are pursued organically, Goyang City will be able to leap forward as a city possessing cultural and natural resources representative of South Korea.”
