수상 정책인 G-CAP(Gimhae Culture Art People)은 기업 출자로 설립된 자회사형 장애인 표준사업장이다.

Gimhae City’s Disability Arts Employment Policy Wins Excellence Award… Model Utilizing Private Funding Draws Attention
Gimhae City has been selected as an exemplary case in a nationwide administrative and policy evaluation for its policy on operating a culture and arts troupe for the disabled.
Gimhae City announced on the 18th that it received an Excellence Award for its "Operation of the Disability Culture and Arts Troupe G-CAP" policy at the "2026 Excellent Administration and Policy Case Selection Contest," organized by the Korea Public Policy Evaluation Association.
The contest selected exemplary cases by comprehensively evaluating the creativity, efficiency, and policy outcomes of policies from local governments and public institutions nationwide.
The award-winning policy, G-CAP (Gimhae Culture Art People), is a subsidiary-type standard workplace for the disabled established through corporate investment.
It employs individuals with severe disabilities possessing musical talent and operates them as an arts troupe; it was recognized as a culture and arts-oriented employment model that differentiates itself from existing jobs for the disabled centered on production and simple labor.
The project began with the participation of local companies such as DK-Lock and Dongwon Tech, and the scope of participation has since expanded to include financial institutions. Gimhae City explained that through this initiative, it has established a private-sector-led cooperative system and secured policy sustainability.
G-CAP operates based on corporate subsidies and performance revenue, creating a structure that maintains jobs for people with disabilities without separate financial support from the city. The city assesses that this reduces the financial burden compared to vocational rehabilitation facilities of the same size and anticipates cumulative budget savings of over 12.7 billion won by 2029 if the program is expanded.
Currently, a total of 20 people are employed at G-CAP, including 13 individuals with severe disabilities. Gimhae City plans to expand the workforce to 60 within this year and develop it into a job platform for people with disabilities with a total capacity of 200 by 2029.
In addition to the music and arts troupe, the city intends to expand its support system for the independence of people with disabilities in the culture and sports sectors by adding a sports business unit centered on park golf and an art business unit. A Gimhae City official stated, “This is an example of connecting employment for the disabled with social contribution based on cooperation between private companies and the local community,” adding, “We will develop this into a model where people with disabilities can communicate with society and achieve independence through cultural and artistic activities.”
