Gwangju City Reviews Performance of ‘Gwangju RISE 1st Year’… Accelerates Super-regional Cooperation in Preparation for Integrated Special City
3rd RISE Committee Meeting Held on the 1st… Grades S–C Assigned to 17 Universities, ‘Super-regional Subcommittee’ Formed in Line with Gwangju-Jeonnam Integration… Proactive Response to Education Policy
(Gwangju = Break News) Reporter Lee Hak-su = Gwangju Metropolitan City has comprehensively reviewed the performance of the first year of the ‘Gwangju RISE (Regional Innovation-Centered University Support System) Project’ and has set out to establish a preemptive response system for changes in education policy aligned with the launch of the integrated Gwangju-Jeonnam Special City. On the 1st, Gwangju City held the ‘3rd Gwangju RISE Committee Meeting of 2026’ in the City Hall conference room and deliberated and approved three agenda items: the draft results of the 2025 (1st year) Gwangju RISE self-evaluation, the draft plan for the composition and operation of the Super-regional Subcommittee in preparation for the integration of Gwangju and Jeonnam, and the draft revision of the project budget execution standards. In addition, the committee conducted an in-depth discussion on the ‘(tentative name) Regional Contract Department Promotion Plan.’
The meeting was attended by 23 RISE committee members, including co-chairs Gwangju Mayor Kang Ki-jung and Chonnam National University President Lee Geun-bae.
Based on the ‘Draft Results of the 2025 Gwangju RISE Self-Evaluation,’ the committee assigned four grades to the 17 local universities that carried out the project over the past year: Grade S (3 institutions), Grade A (6 institutions), Grade B (5 institutions), and Grade C (3 institutions). This grading is based on performance evaluation scores conducted under the supervision of the Gwangju Rise Center. Universities that received the excellent S and A grades will be granted incentives starting this coming September. The final scale of the incentives will be determined later in conjunction with the state funding amount, which is finalized based on the results of the Ministry of Education's annual inspections of cities and provinces.
Based on the results of this self-evaluation, the city plans to conduct consulting on revised project plans for each university and further solidify a "performance-oriented feedback system" in preparation for the Ministry of Education's annual inspections.
In particular, during this committee meeting, the two cities and provinces agreed to jointly establish and operate a "Super-regional Subcommittee" to respond to the Ministry of Education's super-regional policy direction, in line with the full-scale integration of Gwangju and Jeonnam.
The Super-regional Subcommittee will be composed of a total of 12 members, with six recommended by Gwangju and six by Jeonnam. Until the unified Special City Committee is officially launched, the existing city and provincial-level RISE system will be maintained. However, the plan is to facilitate a soft landing by utilizing subcommittees to promote the preliminary review and coordination of educational issues related to integration and the joint identification of super-regional cooperation projects.
In addition, the Committee approved the "Draft Amendment to the Standards for Project Expense Execution," reflecting revisions to the Ministry of Education's guidelines, thereby further enhancing the appropriateness and transparency of project expenditure.
During the subsequent discussion on the "(Tentative) Plan for Promoting Regional Contract Departments," detailed implementation directions were addressed for new projects involving collaboration among local governments, industry, academia, and research institutes to foster customized talent based on regional industrial demands and facilitate employment linkages.
Gwangju Mayor Kang Ki-jung emphasized, "We will strengthen performance-oriented operations so that the Gwangju RISE project can establish itself as a core system driving substantial co-growth between the region and universities." He added, "In particular, we will proactively build a super-regional cooperation system between Gwangju and Jeonnam to solidify the foundation for cultivating local talent befitting the era of the Integrated Special City."
