Gwangju City Forms 1st Supplementary Budget of 381.4 Billion Won… Total Budget Surpasses 8 Trillion Won

Focus on Responding to Complex Crisis of High Oil Prices and Inflation, Restoring Livelihoods, and Revitalizing the Local Economy - Includes Budget for Establishing Information Systems and Reissuing Resident Registration Cards in Preparation for the Launch of the 'Jeonnam-Gwangju Integrated Special City' in July

(Gwangju = Break News) Reporter Lee Hak-su = Gwangju Metropolitan City has formulated the ‘1st Supplementary Budget Bill for 2026’ and submitted it to the Gwangju City Council on the 2nd. The purpose is to respond to the complex economic crisis, including high oil prices and inflation resulting from the prolonged Middle East war, and to alleviate the economic burden on citizens.

The total size of this supplementary budget is 381.4 billion won, a 5.0% increase from this year’s main budget of 7.6809 trillion won. With this, Gwangju City’s total budget for this year has expanded to 8.0623 trillion won, ushering in the era of the 8 trillion won budget. Gwangju City has allocated its budget in alignment with the central government's supplementary budget aimed at overcoming the crisis caused by the Middle East war, focusing on restoring livelihoods directly linked to citizens' lives, boosting regional economic vitality, and preventing disasters.

First, the city has allocated a substantial budget to support the recovery of livelihoods for citizens struggling due to high oil prices and inflation.

In conjunction with the central government's supplementary budget, the city has reflected the following: ▲ subsidies for damages caused by high oil prices (207.9 billion won) ▲ payment of medical benefits (13.2 billion won) ▲ refunds for public transportation costs (4.5 billion won) ▲ support for youth work experience under the social solidarity economy (1.5 billion won) ▲ support for family care and reclusive youth (480 million won) ▲ support for people with developmental disabilities (500 million won).

Not stopping there, considering Gwangju City’s own pressing needs, additional budgets were secured for transportation and environmental sectors that citizens can tangibly experience on the ground, including fuel subsidies for freight vehicles (8.5 billion won), financial support for the semi-public city bus system (14.4 billion won), and the distribution of electric vehicles to the private sector (2.2 billion won).

In particular, the budget for building the foundation for the successful launch of the Jeonnam-Gwangju Integrated Special City, scheduled for July 1, is drawing attention in this supplementary budget.

An information system integration budget of 1.23 billion won has been allocated to develop the official website of the integrated special city and to establish a broadcasting relay system between the two city and provincial government buildings. Furthermore, the city plans to proactively respond to demands arising from the administrative system reorganization, such as reflecting the cost of reissuing resident registration cards (600 million won) to minimize confusion among residents due to the name change.

Safety budgets were also meticulously secured to prepare for natural disasters, such as summer heatwaves and heavy rains caused by the climate crisis. The budget strengthens the safety net for citizens by including measures such as disaster countermeasures for heavy rain damage in 2025 (12.6 billion won), disaster recovery for local rivers (1.7 billion won), maintenance of national rivers (1.5 billion won), heatwave countermeasures (1.7 billion won), and the elimination of blind spots in major disaster prevention (600 million won).

In addition, a significant portion of the budget has been allocated for key pending issues aimed at fostering the region's future growth engines and expanding urban infrastructure.

The city plans to accelerate the implementation of mutually beneficial projects between Gwangju and Jeonnam and the construction of urban infrastructure through initiatives such as the construction of Urban Railway Line 2 (10 billion won), renovation of stadiums for the 2028 National Sports Festival (5 billion won), and the execution of basic services for the military airport relocation project (3 billion won).
