Gwangju Metropolitan Police Agency and Gwangju Autonomous Police Commission to Implement ‘Comprehensive Traffic Safety Measures for Children During Back-to-School Season’ for 11 Weeks

From August 18 to October 30, From Facility Inspections to Drunk Driving Crackdowns and Safety Education… Going All In on ‘Strengthening Safety in Child Protection Zones’

(Break News Jeonnam Gwangju) Reporter Lee Hak-su = The Gwangju Metropolitan Police Agency and the Gwangju Autonomous Police Commission are launching a large-scale comprehensive plan to ensure pedestrian safety for children and proactively prevent traffic accidents in anticipation of the start of the second semester.

The Gwangju Metropolitan Police Agency and the Gwangju Autonomous Police Commission announced that they have designated the 11-week period from the upcoming 18th to October 30th as the implementation period for the ‘Comprehensive Traffic Safety Measures for Children During Back-to-School Season,’ and will carry out multifaceted safety management activities for child protection zones (school zones) within the region.

These measures were prepared to continue the recent downward trend in pedestrian traffic accidents involving children and to create a safe environment for school routes in response to the increased volume of child traffic immediately following the start of the semester. The police and the Autonomous Police Commission will conduct a comprehensive inspection and maintenance of traffic safety facilities within school zones ahead of the full-scale start of the school year. To this end, a "Joint Inspection Team" has been launched, composed of experts from relevant agencies including the police, local governments, education offices, schools, parents, and the Korea Road Traffic Authority.

The Joint Inspection Team will conduct a thorough inspection of the visibility and functionality of all safety facilities within school zones, including traffic lights, safety signs, traffic violation enforcement cameras, and fences. Any facility deterioration, visibility obstructions, or deficiencies discovered during the inspection will be immediately addressed and supplemented before and after the start of the school year to preemptively eliminate potential hazards.

Following the start of the school year, customized on-site management will be strengthened during commuting hours when children's traffic is concentrated. Safety management will be conducted for all 156 elementary schools in Gwangju City; among these, 19 schools with a high risk of traffic accidents have been designated as "Priority Elementary Schools," based on factors such as past accident history and surrounding road conditions. Traffic police and exemplary drivers will be intensively deployed to 19 key elementary schools to conduct hand signaling on school routes, guide against illegal parking, and provide pedestrian guidance. For other elementary schools, comprehensive, close-knit traffic safety activities will be implemented in cooperation with relevant partner organizations, such as the Green Mothers' Association.

Intensive crackdowns on dangerous driving behaviors that threaten the safety of child pedestrians will also be carried out. The police plan to focus on cracking down on major traffic violations within school zones, including signal violations, speeding, and failure to protect pedestrians. In particular, they intend to raise awareness among drivers by conducting surprise, mass crackdowns on drunk driving during daytime hours.

In addition, joint inspections with relevant agencies will be conducted to ensure the safety of school buses. By cooperating with local governments and education offices, they will thoroughly inspect for unregistered school bus operations, lack of safety devices, and compliance with boarding and alighting safety rules to fundamentally prevent accidents involving school transportation vehicles.

In addition to on-site enforcement, public awareness campaigns and educational activities will continue to raise safety consciousness among both drivers and students. The Gwangju Metropolitan Police Agency regularly holds face-to-face joint traffic safety campaigns for school commutes in collaboration with schools and partner organizations, while also operating "Visiting Customized Traffic Safety Classes" for elementary school students to help them form proper pedestrian habits.

An official from the Gwangju Metropolitan Police Agency stated, "Creating a traffic environment where children can travel safely requires not only the efforts of the police but also the interest and cooperation of drivers and the entire community." The official added, "We urge everyone to demonstrate a mature awareness of traffic regulations by driving slowly and checking for traffic signals and pedestrians when passing through child protection zones."
