Gyeongnam Province, First in the Nation to Regionally Dualize National Information and Communications Network… Maintaining Administrative Services Even in Disasters

Establishing a Distributed Operation System for Backbone Transmission and Administrative Communications Networks… Dualization between Changwon and Daejeon, and between Jinju and Seoul

Gyeongnam Province has established a communication system capable of maintaining administrative services even in disaster situations by regionally dualizing both the National Information and Communications Network (NIMC) backbone transmission network and the administrative communications network, becoming the first local government in the nation to do so.

Gyeongnam Province announced on the 16th that it has completed the regional dualization of the NIMC backbone transmission network and the Gyeongnam administrative communications network in collaboration with the National Information Resources Management Institute (NIRI) and has begun full-scale operations.

This project was pursued as the need to secure disaster response capabilities for public communications networks and the continuity of administrative services grew following the fire at NIRI's Daejeon Center. Previously, the province built the administrative communications network in May in partnership with the LG Uplus Consortium (LG Uplus and SK Broadband), and has now expanded the scope of dualization to include the backbone transmission network. The National Information and Communications Network consists of a backbone transmission network connecting government ministries and local governments, and administrative communication networks for each local government. Previously, the Gyeongnam Provincial Office (Changwon) was connected to the National Information Resources Management Institute as a single hub; however, with this new infrastructure, the Western Office (Jinju) has been additionally connected to the Seoul Center. This establishes a decentralized system where the main office operates via the Daejeon Center and the Western Office via the Seoul Center.

Consequently, it is expected that the continuity of civil affairs and administrative tasks will be strengthened, as administrative communication services can be maintained through the other hub even if a problem occurs at one hub due to fire, earthquakes, or communication failures.

Kim Ki-young, Director of the Planning and Coordination Office of Gyeongnam Province, stated, "As we are the first in the nation to regionally redefine both the backbone transmission network and the administrative communication network, we will do our utmost to ensure stable operation so that uninterrupted administrative services can be provided even in the event of a disaster."
