Ruling and Opposition Candidates for Gyeonggi Governor and Yangju Mayor Propose Pledge to Establish a "24-Hour Specialized Emergency Center for Infants and Pediatric Patients" in the Northern Gyeonggi Region

First, I wholeheartedly welcome the "establishment of a 24-hour medical treatment system for pediatric emergency patients" among the policy pledges of People Power Party candidate for Yangju Mayor Kang Su-hyeon.

Furthermore, I would like to request that Democratic Party candidate Choo Mi-ae and People Power Party candidate Yang Hyang-ja pledge to establish a "24-Hour Specialized Emergency Center for Infants and Pediatric Patients" in the Northern Gyeonggi region.

I was born in Bucheon, Gyeonggi Province. Bucheon is a city with excellent medical facilities, including university hospitals, on a national level. When I moved my residence to the clean air of Northern Gyeonggi after retirement, my biggest concern was the availability of various medical facilities.

However, upon actually living in Yangju, I found that the medical facilities were indeed substandard. Yangju City seems to take the position that, according to the government's medical resource allocation standards, it falls within the Uijeongbu-centered medical service area (Uijeongbu area), and since a large hospital has already been established in Uijeongbu, the total bed capacity is sufficient.

Therefore, Yangju City’s political and strategic choice to attract the Gyeonggi Medical Center, a public hospital, to fill the gap was a good one. However, as it is expected to be completed in 5 to 7 years at the earliest, the city must rely on the Uijeongbu area for the time being.

In particular, the issue of hospitals providing medical care for infants and children at night appears to be a very serious problem. I would like to propose a medical policy for infants based on an incident I experienced firsthand a few days ago.

The situation was as follows: "A few days ago, an infant under two years old fell down while playing at home at night and bled from the lip. As this was the first time the young parents had experienced such an event, they were panicked and apparently concluded that there is 'no nighttime emergency room for children' in Yangju City.

They immediately called the large S Hospital in Uijeongbu, but were told that 'there is no doctor available to treat a child.'" In their haste, they called the nearby large O Hospital, but when no one answered, they visited the emergency room in person; however, they were refused treatment with the explanation that they “do not treat infants.”

Confused, the young parents had no choice but to go to Sanggye B Hospital in Nowon-gu, Seoul, but were told that treatment was not possible for various reasons. After contemplating whether to return to Ilsan Hospital, they managed to ask the doctor on duty to “just check if the infant’s mouth needed stitches.” Upon the doctor’s confirmation that the infant was fine, they returned home relieved and realized the importance of the “Nighttime Emergency Treatment System for Infants and Children.” According to a KBS News report on September 3, 2024, "A two-year-old child fell into a coma after being refused treatment at 11 emergency rooms, prompting the government to immediately launch an investigation into the incident.

The government stated that medical reform, including increasing the number of doctors, is necessary to prevent such accidents, while the Korean Medical Association argued that the incident occurred because the departure of resident doctors made it difficult to provide medical care."

(Report) Regarding the two-year-old girl who suffered brain damage after being refused treatment at 11 emergency rooms while searching for one hour, the government immediately launched an investigation. While stating that they would examine whether there were areas for improvement in the response process, the government reiterated its stance that this does not constitute a collapse of emergency medical services.

They stated that the so-called "emergency room rotation" is the result of accumulated structural problems, such as a shortage of doctors in essential medical specialties, and declared that preventing such accidents is the goal of medical reform.

[Park Min-soo / Second Vice Minister of Health and Welfare: "The media often uses the term 'urgent rotation of emergency rooms,' but we prefer to use the term 'non-acceptance,' referring to the phenomenon of emergency room non-acceptance. This is the result of accumulated structural problems in the areas targeted for medical reform..."]

[Choi Anna / Spokesperson for the Korean Medical Association: "Whether it is pediatrics or pediatric surgery, the final treatment involves underlying medical care. Since this underlying care has collapsed, if an accident occurs after admitting a child simply because the emergency room doors are open, the responsibility lies with the doctor in charge..."]

Despite the KBS news report above, medical reform has not yet fully permeated the lives of the public. If this issue persists for a long time and remains difficult to resolve within general hospitals, the government or local authorities must establish public hospitals, clinics, and centers dedicated to specific fields. In this regard, I wholeheartedly welcome the "Establishment of a 24-Hour Medical System for Pediatric Emergency Patients" pledge—a realistic and tangible promise among the campaign promises made by People Power Party candidate Kang Su-hyeon at his press conference announcing his candidacy for Yangju Mayor; however, this cannot be resolved by the candidate alone.

I would like to propose that the candidates running for Yangju Mayor—Democratic Party candidate Jeong Deok-yeong and People Power Party candidate Kang Su-hyeon—adopt this pledge, alongside the ruling and opposition party candidates running for Gyeonggi Provincial Governor.

To make this more concrete, I propose the "Construction of a Specialized 24-Hour Emergency Center for Infants and Pediatric Patients" in the Northern Gyeonggi region as a campaign promise.
