이번 훈련은 비상 상황 발생 시 주민들의 신속하고 안전한 대피 능력을 향상하고 긴급차량의 원활한 통행을 위한 주민 참여 및 비상 대응 역량을 강화하기 위해 마련됐다.
먼저 충주노인복지관에서는 다중이용시설 대피 훈련이 펼쳐졌다. 비상 상황을 가정한 경보가 발령되자 시설 이용자들은 안내요원의 통제에 따라 지정된 대피 장소로 안전하게 이동했으며, 비상시 대피 절차와 국민행동요령을 숙지했다. 특히 실제 이용자들이 대피 동선을 따라 직접 이동해보는 실전형 훈련을 통해 현장 대응 능력을 크게 높였다.
