"Citizens Smile Only When Employees Are Happy"… Changwon City Invites Professor Lee Ho-seon for Special Lecture on Public Service Culture Innovation

200 Public Officials Attend Under the Theme 'NEXT Changwon: Happy Workplace'… Re-examining the Value of Rest and Communication

Based on the understanding that the work-life balance of individual public officials directly determines the quality of administrative services for the 1 million citizens of Changwon, Changwon Special City has embarked on a fundamental overhaul of its internal organizational culture.

Changwon Special City announced that it successfully held the 'NEXT Changwon: Happy Workplace, Happy Local Development Special Lecture' on the 28th at the Changwon Munseong University Convention Hall, with approximately 200 employees from the main office and affiliated organizations in attendance.

This special lecture was planned based on the recognition that, amidst a rapidly changing administrative environment and local autonomy paradigm, the fundamental driving force for municipal development ultimately lies in 'people' and a 'healthy organizational culture.'

Professor Lee Ho-seon of Soongsil Cyber University, an expert in communication and relationships, served as the speaker and focused on the "social value of employee rest and rejuvenation" and an "organizational culture of mutual respect." Professor Lee emphasized that flexible and creative public services tailored to citizens' expectations can only be realized when public officials feel a sense of satisfaction and psychological stability, moving away from practices that demand unilateral dedication.

During the Q&A session following the lecture, sensitive practical grievances—such as intergenerational communication within the public service and managing heavy workloads and stress—were addressed candidly, receiving a positive response from the attendees.

One employee who attended the special lecture remarked, "It was an opportunity to gain realistic solutions regarding relationship building within the organization and burnout," adding, "I plan to start with small steps to create a workplace where we care for and encourage one another." Bae Gi-cheol, Head of Personnel at Changwon Special City, stated, "When public officials feel pride and happiness, the productivity of city administration and citizens' perception of it rise together," adding, "We will spare no effective support to establish a flexible and healthy public service culture that guarantees work-life balance and allows employees to actively engage."
