전남광주통합특별시의회는 7월 1일 열린 제1회 임시회 제1차 본회의에서 송형곤 초대 의장(더불어민주당, 고흥1)이 대표 발의한 「전남광주통합특별시 글로벌 반도체 전략투자 지원에 관한 조례안」을 최종 의결했다고 밝혔다.
이번 조례안은 정부가 전남광주통합특별시를 수도권에 이은 '제2의 반도체 생산거점'으로 공식 지정하고, 삼성전자와 SK하이닉스의 메모리 팹(Fabrication) 4기 구축을 포함한 대규모 전략투자 계획을 발표한 타이밍에 맞춰 발 빠르게 마련되어 그 의미를 더하고 있다.

이날 조례안을 대표 발의한 송형곤 의장은 “반도체 산업은 국가 경쟁력과 직결되는 핵심 산업이자 전남광주통합특별시의 미래 성장동력이 될 전략 분야”라며, “통합특별시 출범과 정부의 대규모 투자 발표에 맞춰 기업이 투자하기 가장 좋은 환경을 만들고, 행정절차와 인프라 지원이 신속하게 이뤄질 수 있도록 체계적인 지원 제도를 구축하고자 했다”고 조례 취지를 설명했다.
