Yeongdong County Public Health Center Launches Intensive Crackdown on ‘Synthetic Nicotine Electronic Cigarettes’ Following End of Tobacco Business Act Guidance Period

The Yeongdong County Public Health Center in North Chungcheong Province has launched a full-scale intensive inspection and enforcement campaign in line with the amendment to the Tobacco Business Act, which expands the definition of tobacco from the existing "tobacco leaves" to "tobacco or nicotine." This crackdown was initiated to ensure the stable implementation of the amended law within the community and to verify compliance with tobacco regulations, following the conclusion of the two-month guidance period.

From the 10th to the 15th, the Yeongdong County Public Health Center conducted intensive inspections targeting a total of 173 locations, including public facilities, designated non-smoking areas by ordinance, and tobacco retailers. In particular, as all tobacco products, including synthetic nicotine electronic cigarettes, are now subject to regulation, the focus was on monitoring smoking within non-smoking areas and ensuring tobacco retailers comply with advertising and display standards. On the afternoon of the 15th, a joint public-private intensive inspection was conducted, involving officials and smoking cessation counselors from the Yeongdong-gun Public Health Center as well as relevant agencies such as the Yeongdong-gun Office’s Family Happiness Division and the Youth Counseling and Welfare Center. The joint inspection team toured schools, restaurants, and PC cafes frequently visited by youth, as well as tobacco retailers and locations where smoking-related complaints are common.

Key inspection points included the display of no-smoking zone signs, the installation of smoking rooms and compliance with facility standards, and smoking activities, including the use of synthetic nicotine e-cigarettes, within no-smoking zones. Additionally, the inspection investigated compliance with advertising and sales standards under the revised Tobacco Business Act and the National Health Promotion Act, such as the exposure of tobacco advertisements outside retailers and the labeling of flavoring substances.

Strict administrative measures will be taken if violations are detected during the inspection. Business owners who violate facility standards will be subject to fines of 1.7 million won for the first offense, 3.3 million won for the second, and 5 million won for the third. Fines will also be imposed on smokers in designated non-smoking areas, with penalties of 100,000 won for public facilities, 50,000 won for multi-unit dwellings, and 30,000 won for non-smoking areas designated by ordinance.

Park Hye-kyung, Director of the Yeongdong County Public Health Center, stated that now that the grace period has ended, they will continuously monitor tobacco regulations in accordance with the revised Tobacco Business Act and the National Health Promotion Act to ensure the laws are stably established in the local community. Furthermore, she repeatedly urged county residents and tobacco retailers to strictly comply with the relevant regulations.
