Min Hyeong-bae, Mayor of Jeonnam-Gwangju, Goes ‘All Out’ on On-Site Inspections of Frequently Flooded Areas Ahead of Rainy Season
Visited the area around Dongnam Apartment in Yuchon-dong, Seo-gu on the 3rd… Personally checked the operational status of drainage facilities - “Will protect citizens’ lives and property by strengthening preemptive inspections and constant monitoring”
- Taking steps to fundamentally resolve flooding issues through the expansion of short-term drainage facilities and the implementation of a 10.8 billion won mid-to-long-term maintenance project
(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = Ahead of the start of the rainy season, Min Hyeong-bae, Mayor of Jeonnam-Gwangju, has embarked on on-site visits to areas vulnerable to frequent flooding.
The Jeonnam-Gwangju Metropolitan City announced that Mayor Min visited the area around Dongnam Apartment in Yuchon-dong, Seo-gu, on the afternoon of the 3rd to conduct an ‘on-site inspection for flood prevention measures.’
This inspection was conducted decisively based on the judgment that preemptive responses and thorough preliminary inspections of flood-prone areas are necessary, as heavy rain at the level of a heavy rain advisory is forecast for the southern region from the 4th to the 6th.
Mayor Min Hyung-bae, who visited the site on this day, personally inspected the operational status of sewer pipes and drainage facilities in the area around Dongnam Apartments, where flood damage occurred last year, together with Seo-gu District Head Kim Yi-gang and relevant officials. He also intensively reviewed the response system for the rainy season and the progress of flood prevention measures.
The area around Dongnam Apartments in Yuchon-dong has a structural vulnerability where drainage is not efficient when the water level of Gwangju Stream rises, as the elevation is lower than the Gwangju Stream embankment and surrounding areas. Consequently, it is a chronically flood-prone area that has suffered large-scale flood damage twice in the last 10 years (2020 and 2025).
Mayor Min met directly with residents at the site to listen to their concerns and worked to alleviate their anxiety by explaining in detail the flood prevention measures currently being implemented by the city. Mayor Min Hyung-bae emphasized, “Since torrential rains during the rainy season tend to pour down intensely on specific areas over a short period, advance preparation is of the utmost importance.” He added, “We will do our utmost to protect the lives and property of citizens by strengthening preemptive inspections and constant monitoring, focusing on flood-vulnerable areas that have suffered damage in the past.”
Jeonnam-Gwangju Special City recognizes that the current capacity of the rainwater pumping station in the Yuchon-dong area (40 m³/min) is insufficient to handle torrential rains. Therefore, the city plans to significantly enhance its flood response capabilities by simultaneously implementing short-term and emergency measures alongside mid-to-long-term maintenance projects.
As a short-term measure, the city invested 157 million won from April to June of this year to install pressure pipelines around Dongnam Apartments and expanded drainage facilities, including submersible pumps with a capacity of 5 m³/min. In addition, support was completed during the first half of this year to install emergency water barriers at 18 homes and commercial establishments in the Yuchon district that suffered flood damage. As a long-term measure to address the fundamental issues, the ‘Yuchon District Natural Disaster Risk Improvement Zone Maintenance Project’ is currently underway. Following the designation and public announcement of the Yuchon District as a Natural Disaster Risk Improvement Zone in February of this year, the city completed the application for the Disaster Risk Area Maintenance Project to the Ministry of the Interior and Safety in March. The final selection results are scheduled to be announced this coming September.
Once the maintenance project is confirmed, a total project cost of 10.825 billion won will be invested in the Ssangchon-dong area of Seo-gu to expand the infrastructure for a robust flood response, including the installation of a drainage pump station (80㎥/min), a rainwater retention facility (800㎥), and the improvement and new construction of sewer pipes (750m).
Meanwhile, the Integrated Special City of Gwangju is comprehensively continuing mid-to-long-term measures across the entire city of Gwangju, such as the installation of rainwater retention facilities and the maintenance of disaster-risk areas to prepare for torrential downpours. Currently, projects are underway in the Gwangju region with a total investment of 85.4 billion won, and the Usan Retention Facility in the Usan District of Gwangsan-gu has already been completed. Subsequently, the installation of rainwater retention facilities is actively progressing in areas including the vicinity of Munheungdong Catholic Church in Buk-gu, the Buk-gu Office intersection, and the Sinan Bridge.
In addition, efforts are being intensified to improve disaster-prone areas, such as the Songjeong District and the Cheomdan District Natural Disaster Risk Improvement Zone, through measures including the installation of drainage pump stations, maintenance of newly constructed drainage channels, and sewer pipe maintenance.
An official from the Jeonnam-Gwangju Integrated Special City stated, "We plan to continuously strengthen pre-inspection and response systems for areas at risk of flooding in preparation for extreme heavy rainfall caused by climate change."
