Min Hyung-bae: “I Will Implement Citizen-Led Food Policies”… Holds Meeting with Farmers and Civic Groups in Naju
Pays a courtesy call to Archbishop Kim Hee-joong at Noan Catholic Church… “Will Build the Integrated Special City’s Independent Capacity for International Exchange”
(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = Min Hyung-bae, the Democratic Party of Korea’s candidate for the Integrated Special City of Jeonnam and Gwangju, expressed a strong determination to promote field-oriented “citizen-sovereignty-based agriculture and food policies.”
On the 17th, Candidate Min visited the community garden of the Gwangju-Jeonnam Return to Farming Movement Headquarters and Gwangju Native Seed School, located in Isulchon Village, Noan-myeon, Naju-si, Jeonnam, and held a meeting with local farmers and officials from civic groups.
Approximately 20 people attended the event that day, including Oh Hyo-yeol, Standing Representative of the Gwangju Citizens' Solidarity for Mutually Beneficial Food, and Kim Seon-im, Executive Committee Chairperson, as well as representatives from solidarity groups, Kim Gyeong-ho, Head of Isulchon Village, and Lee Jong-guk, Shin Su-o, and Ryu Dong-hoon, Steering Committee members of the Gwangju-Jeonnam Rural Return Movement Headquarters. They engaged in in-depth discussions on local food policies and strategies for operating a citizen-participatory administration.
Candidate Min, who engaged in on-site communication by touring the community garden and planting peanuts with the attendees, emphasized a shift toward citizen-centered policies rather than administration-led ones.
Candidate Min stated, "Food policies must also move away from the method where the administration unilaterally designs and dictates them." He added, "Citizens, producers, and activists who know the field best should directly determine the direction, while public officials should review the system and play a supporting role through ordinances and budgets." He further explained, "This is precisely the method of a 'citizen-sovereign government,' where citizens become the actual agents of politics and administration."
Meanwhile, prior to visiting the community garden, Candidate Min visited the nearby Noan Catholic Church in Naju to pay a courtesy call to Archbishop Kim Hee-joong and discussed ways to expand international exchanges for the newly formed Jeonnam-Gwangju Integrated Special City.
During the meeting, Archbishop Kim pointed out that "while the name 'Republic of Korea' is well known, the unique characteristics of the region and city are not sufficiently known to the international community," and urged that "the newly launched Integrated Special City must cultivate its own independent capacity for international exchange."
In particular, Archbishop Kim suggested that, based on Jeonnam's rich agricultural and fisheries industries and traditional cultural foundation, it is necessary to explore multifaceted international exchanges that include not only culture and tourism but also North Korea. In response, Candidate Min replied, “Once the Integrated Jeonnam-Gwangju Special City is launched, I will consider operating the international ambassador function as a substantive executive body rather than leaving it as a mere formality,” and expressed his aspirations, stating, “I will not confine Gwangju and Jeonnam solely within South Korea, but will create a structure befitting the global era of direct ‘city-to-city’ exchange.”
