Gimhae City Innovates Management of State and Public Properties with Drones… 80% Reduction in Survey Time
14.4 Million Won Saved on Survey and Measurement Costs for 183 Parcels Over 3 Months
Gimhae City is achieving results in administrative efficiency and budget savings by fully implementing on-site surveys of state and public properties using drones.
Gimhae City announced on the 13th that it had completed surveys of a total of 183 parcels of land by the end of April through the "On-site Survey of State and Public Properties Using Drones," which has been in effect since February of this year.
Over the past three months, the city conducted surveys of state-owned land under the jurisdiction of the Ministry of Land, Infrastructure and Transport and the Ministry of Agriculture, Food and Rural Affairs, as well as municipal land, a total of 24 times. Through this, the city saved approximately 14.4 million won in surveying costs that would have been incurred by commissioning external specialized agencies.
For state-owned land under the jurisdiction of the Ministry of Land, Infrastructure and Transport, the city surveyed 81 parcels over 17 occasions, confirming boundaries of unauthorized occupation and resolving 14 civil complaints. In the process, 10.2 million won in compensation fees were imposed, and 10.2 million won in surveying costs was saved.
In addition, surveys were conducted on 6 parcels of state-owned land under the Ministry of Agriculture, Food and Rural Affairs and 96 parcels of municipal land, utilizing the findings to respond to civil complaints and verify occupancy status.
Gimhae City explained that a major achievement was that civil servants personally learned drone technology and applied it to their work. A staff member in the Construction Division obtained a Class 1 Drone Pilot qualification, while a principal officer holding a Cadastral Engineer qualification introduced drone mapping technology to convert drone footage into high-precision maps.
The city stated that the use of drones has increased the efficiency of surveys in mountainous and rugged terrain, and that survey time has been reduced by more than 80% compared to the previous method. Furthermore, by securing high-precision orthophotos at the centimeter level, the city anticipates preventing land boundary disputes and enhancing administrative credibility.
Gimhae City plans to further advance its management system for state and public properties by accumulating drone survey data as time-series data. Park Myung-jun, Head of the Construction Division at Gimhae City, said, “We will further develop the drone administration model so that it can become a standard case for local governments nationwide.”
