Google Shuts Down 449 Korean YouTube Channels for Political Public Opinion Manipulation

Google shut down 449 Korean-language YouTube channels that posted content related to Korean politics during the second quarter of this year, determining that they were involved in organized influence operations.

According to the "Q2 2026 Influence Report" released by Google on the 16th, Google conducted an investigation into organized influence operations from April to June and shut down 449 Korean-language YouTube channels.

The number of closures by month was 22 in April, 367 in May, and 60 in June. This means that 81.7% of the total closed channels were concentrated in May, ahead of the June 3 local elections.

However, Google did not explicitly state that these channels were operated to influence the local elections. Since the monthly figures are based on the time the channels were shut down, they may differ from the actual periods when activities were concentrated.

Google classified the 449 closed channels into 11 activity groups that acted in an organized manner. This means that it was determined that rather than various YouTube channels acting independently, a single organization or force utilized multiple channels to spread a specific message.

The largest active group consisted of 142 channels that posted content criticizing the South Korean government in May. However, Google did not disclose what specific messages these channels disseminated or to what extent they influenced public opinion.

**Focus on ‘Organized Activity’ Rather Than Political Leaning**

Regarding Google’s recent closure measures, the judgment was based on behavioral patterns—specifically how the channels operated—rather than on any particular political leaning.

They stated that they observed behaviors where, while it appeared on the surface that independent users or channels were active, a single entity actually managed multiple accounts or channels to repeatedly spread a specific message.

For example, this involves a single operator creating multiple YouTube channels using seemingly unrelated names and profiles, posting videos containing identical or similar political arguments around the same time, and leaving comments or reactions on each other. In such cases, users may perceive public opinion as being generated by multiple independent users expressing the same views.

** Google determined whether organized activities were taking place by comprehensively analyzing the connections between channels, repetitive patterns of activity, and technical signals.

Therefore, the explanation is that channels were not shut down merely for supporting or criticizing a specific government or political party; rather, the core criterion for sanctions was evidence of attempts to influence public opinion using multiple accounts.

Meanwhile, Google also investigated influence operations deemed to be linked to China, Russia, India, and the United States during the same period.

In the group of channels identified as being linked to China, 9,173 YouTube channels were shut down in the second quarter alone. Among the channels deemed linked to Russia, those that disseminated content supporting Russia or criticizing Ukraine, NATO, or the West were subject to sanctions.
