The Education Committee of the Gyeongnam Provincial Council (Chairperson Jeong Jae-wook) held its first meeting of the 435th Extraordinary Session on the 20th, beginning full-scale legislative activities by listening to reports on key operations from the Gyeongnam Office of Education headquarters and its affiliated agencies.

During the meeting, the committee reviewed the progress of major projects by four officials, including the Public Relations Officer, as well as the School Policy Bureau and the Future Education Bureau. Various opinions were also presented regarding the development of field-oriented education policies.

During the Audit Officer's report, the establishment of public service discipline and the creation of a prevention-oriented audit system emerged as key topics.

Assembly Member Shin Young-wook (Democratic Party of Korea, Gimhae 1) cited the increasing trend of misconduct among school staff over the past three years and called for the establishment of public service ethics and the strengthening of measures to prevent misconduct. Representative Lee Sang-ju (People Power Party, Changnyeong 2) emphasized that "prevention is more important than detection after the fact" in audits, and stressed the need to enhance effectiveness by expanding the role of provincial citizen auditors who are well-versed in local conditions.

During the School Policy Bureau's work report, the improvement of the educational environment in rural and fishing villages and the high school credit system were addressed as major issues.

Vice Chairperson Kim Bong-nam (People Power Party, Uiryeong) pointed out the issue of teachers assigned to different subjects in small rural schools during the operation of online schools and joint school curriculums, stating that realistic support measures must be devised to prevent a decline in the quality of education.

Regarding preparations for the integration of early childhood education and care, Representative Park In (People Power Party, Yangsan 5) called for minimizing confusion during the implementation process through close cooperation with relevant agencies and the collection of opinions from the field.

Calls for institutional improvements to strike a balance between the protection of teachers' rights and students' human rights also continued. Representative Park Seung-yeop (People Power Party, Changwon 13) cited instances where the operation of school trips and experiential learning activities has been curtailed due to concerns about infringement on educational activities, emphasizing the need for institutional improvements that can protect teachers' legitimate educational activities while simultaneously guaranteeing students' right to education.

Representative Min Ho-young (Democratic Party of Korea, Proportional Representation) pointed out the reality of infringement on teachers' rights in small middle schools in small and medium-sized cities and urged for strengthened field-oriented fact-finding surveys and monitoring.

Regarding the breakfast support project, a campaign pledge of Superintendent Kwon Soon-ki, Representative Moon Byung-sun (Democratic Party of Korea, Changwon 7) raised issues regarding budget sharing among local governments and the burden of manpower and hygiene management on the ground, proposing that a detailed operational manual be established starting from the pilot project stage. Education Committee Chairperson Jeong Jae-wook (People Power Party, Jinju 1) stated, "As Gyeongnam education is facing a new turning point, the Education Committee will do its utmost to incorporate the expectations of provincial residents for change and innovation into its policies." He added, "We will fulfill our responsible role to ensure that Gyeongnam education moves in the right direction through field-oriented legislative activities."

Meanwhile, the Education Committee will continue to receive work reports from the Administration Bureau and affiliated agencies on the 21st, and on the 22nd, it is scheduled to review the first supplementary budget bill for the Gyeongsangnam-do Special Account for Education Expenses for 2026, amounting to 684.1 billion won.
