[브레이크뉴스=이성용 기자] 경남도가 석탄화력발전소 폐지지역 지원을 위한 특별법안의 국회 상임위원회 통과에 환영 입장을 밝혔다.
경남도는 20일 「석탄화력발전소 노동자 및 폐지지역 지원에 관한 특별법안」이 국회 기후에너지환경노동위원회 법안심사소위원회와 전체회의를 통과하면서 폐지지역 산업전환과 고용안정을 위한 제도적 기반이 마련됐다고 평가했다.
특별법안은 석탄화력발전소 단계적 폐지에 따른 지역경제 침체와 고용 불안에 대응하기 위해 국가와 지방자치단체가 폐지지역 지원계획을 수립하고 산업 전환과 노동자 보호를 추진하도록 하는 내용을 담고 있다.
주요 내용은 무탄소발전 등 대체 에너지산업 육성, 안보전원발전기 지정, 지역전환 협의체 설치, 노동자 전직·고용안정 지원, 협력업체 계약 연장 지원 등이다.
경남도는 그동안 고성군과 하동군, 인근 사천시를 중심으로 발전소 폐지 이후 지역경제 위축과 일자리 감소 우려가 커지자 정부와 국회에 특별법 제정을 지속 건의해왔다.
특히 법안 심사 과정에서 김정호·서천호·김소희 국회의원 등의 협조로 폐지지역 정의 조항에 단서 규정이 반영되면서, 삼천포화력발전소 근로자 거주 비중이 높은 사천시도 지원 대상에 포함될 수 있는 근거가 마련됐다.
도는 향후 특별법이 국회 본회의를 통과하면 폐지지역을 중심으로 무탄소 에너지산업 육성과 산업 전환 정책을 본격 추진할 계획이다.
이미화 경남도 산업국장은 “석탄발전 폐지지역 지원의 제도적 전환점이 마련됐다”며 “도내 발전소 소재 지역이 무탄소 에너지산업 거점으로 성장할 수 있도록 대응해 나가겠다”고 말했다.
