Korea, Google DeepMind team up to build AI hub

South Korea is forging a sweeping partnership with Google DeepMind to accelerate its bid to join the world’s top three artificial intelligence powers, combining global research firepower with domestic academia and startups to stake an early claim in the next era of technological dominance.

The collaboration reflects a strategic push by the government to fuse world-class R&D capabilities with national ambition, as countries scramble to secure technological sovereignty in a global AI market increasingly shaped by U.S.-China rivalry. Seoul aims to build an “AI alliance” that strengthens foundational science, nurtures talent and establishes ethical standards simultaneously, positioning itself as a leading force in the field.

As part of this effort, the government selected Google as its key partner. While engagements with global tech giants such as OpenAI and NVIDIA have focused on investment and business expansion, the DeepMind partnership is designed to bolster Korea’s long-term technological fundamentals. The lab, led by Demis Hassabis, co-recipient of the Nobel Prize in Chemistry for breakthroughs including the protein-structure prediction system AlphaFold, represents the core of Google’s AI research capabilities. It is widely known in Korea for the landmark AlphaGo match against world champion Lee Sedol a decade ago.

A Ministry of Science and ICT official said the memorandum of understanding was signed at a symbolic moment marking the 10th anniversary of the AlphaGo match, underscoring efforts to convert a decade of AI progress into new engines of innovation while expanding global cooperation for a more advanced and responsible domestic AI ecosystem.

South Korea’s momentum is already visible. In the “AI Index 2026” released by Stanford Institute for Human-Centered Artificial Intelligence (HAI), eight Korean AI models launched last year were selected among notable global systems, ranking third after the United States with 50 and China with 30. With competition intensifying among nations to secure a top-tier position, expectations for the DeepMind partnership are high.

World’s first Google AI campus in Seoul

At the center of the collaboration is a new AI campus set to open in Seoul later this year — the first of its kind globally for Google. The company plans to fully remodel its existing startup campus in Gangnam into a hub for technological cooperation linked to the government’s “K-Moonshot” initiative.

Spanning about 1,980 square meters, the campus will bring together DeepMind researchers, Korean universities and startups to collaborate across disciplines such as biotechnology and climate science, tackling national-level challenges through model validation and data utilization. The government is also exploring joint efforts in AI-driven drug discovery, as such applications gain momentum worldwide.

The campus is expected to serve as a gateway for nurturing future talent, offering Korean AI researchers opportunities to gain global experience. Officials stressed the initiative is not designed to support any single company or institution, but to foster broad-based capability building across the ecosystem, with further expansion guided by market feedback.

In parallel, the partnership will extend to joint research with AI safety institutes, focusing on safety frameworks and model safeguards, as well as building ethical and institutional guardrails to keep pace with rapid technological advances.

Expanding partnerships with Samsung, SK and more

Bae Kyung-hoon, Deputy Prime Minister and Minister of Science and ICT, said that while AlphaGo marked the beginning of the AI era, the technology is now entering a stage where it can solve complex scientific problems and deliver tangible benefits to society. He pledged active cooperation with DeepMind to help Korea emerge as a global AI hub and develop practical solutions that improve people’s lives.

Hassabis emphasized Korea’s significance, noting that the AlphaGo match marked the starting point of the modern AI era and gave the country special meaning for Google. He said the company aims to expand frontiers in bio-innovation and weather forecasting while contributing to the development of safeguards for responsible AI.

He also highlighted Korea’s strong technological foundation, from semiconductors to robotics, adding that during his visit he plans to meet with major companies including Samsung Electronics, SK hynix, Hyundai Motor, Boston Dynamics and LG Electronics to expand AI partnerships.

Meanwhile, the two sides agreed to form a joint working group to ensure implementation of the agreement, holding quarterly virtual meetings and annual in-person sessions to coordinate detailed cooperation plans.
