▲ 함양발전포럼 첫 전체회의 개최
[브레이크뉴스=황민성 기자] 함양군이 인구감소와 지방소멸 위기에 대응하기 위한 지역 활력 제고와 관계 인구 확대 방안 마련에 나섰다.
군은 지난 8일 ‘관광을 통한 지역활력 및 관계인구 확장’을 주제로 2026년 함양발전포럼 제1차 전체회의를 개최했다. 이번 포럼은 인구정책과가 중심이 되어 지역 맞춤형 인구정책 방향을 논의하기 위해 마련됐다.
포럼 참석자들은 관계인구 확대를 위해 방문, 체류, 소비, 관계 형성으로 이어지는 구조가 필요하다는 데 공감했다.
발제에서는 지역 관광 현황과 한계를 진단하고, 지역협의체 전 함양군 산삼항노화엑스포 정민수 과장의 현장 의견과 함께 함양발전포럼 위원인 충남연구원 노점환 위원의 다른 지역 사례 및 정책 제언이 이어졌다.
이어 전남대학교 문화전문대학원 강신겸 교수는 인구정책과 관광정책의 연계를 강조하며, 관계 인구 유입 전략의 중요성을 제시했다.
이어진 종합토론에서는 △단기 방문 중심 관광 구조 개선 △체류시간 확대 콘텐츠 발굴 △함양형 버킷리스트(핫플레이스) 개발 △숙박·외식·지역 상권 연계 소비 확대 △주민·민간 참여 확대 △지속적인 관계 형성을 위한 프로그램 설계 등이 주요 과제로 논의됐다.
함양발전포럼은 2024년 4월 발족한 정책 협력 플랫폼으로, 전문가와 지역 주체가 함께 참여해 지방소멸 위기를 극복하고 지속 가능한 함양 발전 방안 모색을 위한 핵심 거버넌스 역할을 하고 있다.

Hamyang County has set out to devise measures to enhance regional vitality and expand the "relationship population" in response to population decline and the crisis of regional extinction.
On the 8th, the county held the first plenary meeting of the 2026 Hamyang Development Forum under the theme of "Regional Vitality and Expansion of the Relationship Population through Tourism." This forum was organized with the Population Policy Division at its center to discuss directions for region-specific population policies.
Forum participants agreed that a structure leading from visits to stays, consumption, and relationship building is necessary to expand the relationship population.

In the subsequent comprehensive discussion, key tasks were discussed, including: improving the tourism structure centered on short-term visits; discovering content to extend length of stay; developing Hamyang-style bucket lists (hot spots); expanding consumption linked to accommodation, dining, and local commercial districts; increasing participation from residents and the private sector; and designing programs to foster sustainable relationships.
The Hamyang Development Forum is a policy cooperation platform launched in April 2024. It serves as a core governance body where experts and local stakeholders participate together to overcome the crisis of regional extinction and seek sustainable development plans for Hamyang.
