이번 훈련은 지진이 발생해 효촌저수지 제당 사면이 유실되는 상황을 시나리오로 설정했으며 재해 발생에 대비한 비상대처계획에 따라 하류 지역 주민의 피해를 줄이기 위한 기관 간 공조체계 점검, 신속한 주민 대피 절차 등이 실전처럼 이뤄졌다.
