South Jeolla Province Achieves Feat of Nationwide Highest Selection for Ministry of Interior and Safety’s ‘Excellent & Moduae Village Enterprises’

Haenam Haetsal Farming Cooperative (Excellent) and Suncheon Godeulppaegi Farming Cooperative (Moduae) Finalized Eligible – Catching ‘Two Birds with One Stone’: Responding to Regional Decline through Youth Influx and Resident Employment, and Revitalizing the Economy

(Muan·Suncheon = Break News) Reporter Lee Hak-su = South Jeolla Province has once again demonstrated its nation-leading capacity for fostering village enterprises, with the Haenam Haetsal Farming Cooperative Corporation and the Suncheon Godeulppaegi Farming Cooperative Corporation being selected, respectively, in the ‘2026 Excellent & Moduae Village Enterprise’ competition organized by the Ministry of Interior and Safety.

This competition carefully selected five Moduae Village Enterprises and nine Excellent Village Enterprises from across the country, and South Jeolla Province made the list in both categories. This is a remarkable achievement following the selection of 16 sites—the highest number nationwide—in the Ministry of Interior and Safety’s competition for new, re-designated, and advanced village enterprises earlier this year. Haenam Haetsal Agricultural Cooperative Corporation in Hwangsan-myeon, Haenam, was selected as an "Excellent Village Enterprise"—an award given to companies with high public interest and contributions to the local community—securing up to 70 million won in project funding.

Opened in 2019, this enterprise garnered attention by establishing a joint farming system with local young farmers and securing a nationwide distribution and sales network. It significantly improved its structure by introducing innovative distribution methods, such as band marketing and direct sales through women's associations, and boosted its competitiveness by diversifying its product range to high-value crops like red potatoes and water spinach.

Notably, the number of young members has increased remarkably from a mere 12 in 2021 to 45 by 2025, earning praise for breathing substantial vitality into rural areas suffering from aging and population decline. The Suncheon Godeulppaegi Farming Cooperative in Byeolryang-myeon, Suncheon, was selected as a "Modu-ae Village Enterprise"—the highest tier awarded to flagship companies driving the local economy—and will receive up to 100 million won in subsidies. With this, Jeollanam-do Province has set a remarkable record of producing Modu-ae Village Enterprises for seven consecutive years.

The Suncheon Godeulppaegi Farming Cooperative goes beyond simply using the local specialty, godeulppaegi (sliced lettuce), as a food ingredient; it develops and sells a variety of convergence products, ranging from kimchi to facial cleansers.

Based on stable sales channels such as its own brand "Gohyang Tteurak" and local food stores, the cooperative has continued to grow, achieving sales of approximately 780 million won as of last year (2025). Furthermore, it serves as a strong pillar of the village community by employing around 10 local residents annually in permanent and temporary positions. The unrivaled achievements of Jeonnam Province in the field of village enterprises are rooted in meticulous, field-oriented support policies. The province has implemented a phased development roadmap, including proactively identifying valuable Jeonnam-style prospective village enterprises and providing customized consulting to companies with high growth potential.

Seon Jun-sik, Head of the Jobs and Economy Division of Jeonnam Province, stated, "The efforts of residents who came together to utilize local resources and engage in community-centered economic activities have yielded valuable results." He added, "We will continue to identify and disseminate best practices from the field and spare no administrative or financial support to ensure village enterprises can develop self-sufficiency and grow stably."
