South Jeolla Province Goes All-Out on ‘June of Destiny’ to Attract 2nd Round of Public Institutions

Task Force Meeting Presided Over by Vice Governor Hwang Ki-yeon… Rallying for 40 Target Institutions Across 5 Major Sectors, Laying the Foundation for the Integrated Gwangju-Jeonnam Large Economic Zone… Tailored Responses to Legal Amendments and Settlement Conditions for Organizations such as the National Agricultural Cooperative Federation and the National Federation of Fisheries Cooperatives

(Muan = Break News) Reporter Lee Hak-su = As the government’s push for the second round of public institution relocation is expected to accelerate following the 9th National Simultaneous Local Elections, South Jeolla Province views this June as the "golden time" that will determine the success or failure of the bid and has decided to mobilize all provincial capabilities to launch an all-out effort.

On the 2nd, South Jeolla Province held the "2nd Meeting of the Public Institution Attraction Task Force" at the Seojaepil Room of the Provincial Office, presided over by Vice Governor Hwang Ki-yeon. During the meeting, the task force reviewed its activities, shared the results of its internal evaluation of the achievements from the first round of public institution relocation, and discussed future strategies. Currently, Jeollanam-do Province has established five future development sectors—energy, agriculture and fisheries, advanced industries such as artificial intelligence (AI), culture and arts, and social services—to maximize synergy effects based on the premise of administrative integration with Gwangju Metropolitan City. Based on this, the province has identified a total of 40 target institutions, including the National Agricultural Cooperative Federation (NACF), the National Federation of Fisheries Cooperatives (NFFC), the Korea District Heating Corporation, and the Korea Environment Corporation, and is actively pursuing their relocation.

The relocation task force, launched last May, has designated the period until this coming June as the "intensive operation period for relocation activities." To date, the task force has been taking proactive steps, including visiting 22 of the target institutions in person to emphasize Jeollanam-do's excellent industrial infrastructure, living conditions, and exceptional incentives.

During the actual visits, some large institutions, such as the NACF and NFFC, suggested that amendments to relevant laws must precede relocation and showed a strong interest in guaranteeing stable living conditions for their employees. Accordingly, Jeonnam Province is working closely with local political circles to accelerate the amendment of the Agricultural Cooperatives Act (proposed by Rep. Moon Geum-ju in January 2025) and the Fisheries Cooperatives Act (proposed by Rep. Seo Sam-seok in October 2025). At the same time, the province is further strengthening its efforts to make recommendations to central government ministries, including the Prime Minister's Office.

Officials from the Jeonnam Provincial Office of Education also attended the meeting to discuss collaborative measures aimed at facilitating practical settlement in the region, such as plans to support the educational environment for the children of employees at relocated institutions.

Meanwhile, according to the analysis of the achievements of the first phase of public institution relocation shared on the day, the relocation was evaluated as having contributed significantly to regional growth, centered around the Naju Bitgaram Innovation City, through increased local tax revenue (617.2 billion won), the hiring of local talent (4,083 people), and the entry of 1,171 companies. However, shortcomings in terms of residential satisfaction regarding education, transportation, and medical services remain a challenge.

Jeonnam Province is formulating a phased strategy to secure occupancy space to ensure a smooth second phase of relocation. Specifically, the plan involves (Phase 1) occupying vacant buildings, (Phase 2) utilizing undeveloped clusters, and (Phase 3) expanding the Innovation City if necessary. Additionally, the province intends to significantly expand competitive educational infrastructure through collaboration with the Office of Education.

The province plans to complete visits and attraction activities for the remaining 18 target institutions by the end of June. Furthermore, it intends to report the progress of the second phase of public institution relocation to local election winners and transition committees. It also plans to launch a "Pan-Metropolitan Citizens' Attraction Committee" to unite the will of the residents and embark on a large-scale promotional campaign. Vice Governor Hwang Ki-yeon emphasized, “The relocation of public institutions is the last bastion guaranteeing the region’s future survival, built upon the foundation of a broader economic zone and an efficient integrated administrative system,” and urged, “As the government’s clock is ticking faster, please bear in mind that June is the final time to determine the success or failure of the bid and pour all administrative capabilities into it.”
