South Jeolla Province Seeks Vision for Urban and Spatial Planning to Ensure Success of ‘Jeonnam-Gwangju Integrated Special City’
Urban Planning Workshop and Spring Academic Conference Held in Boseong on the 21st - Approximately 300 Experts and Public Officials Attended… Discussed Development Strategies for a Metropolitan Living Area Transcending Administrative Boundaries
(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province has begun drawing up a blueprint for a new metropolitan spatial plan that breaks down administrative boundaries in preparation for the era of the grand integration of South Jeolla and Gwangju.
South Jeolla Province announced that on the 21st, it held the ‘2026 Urban Planning Workshop and Spring Academic Conference’ jointly with the Gwangju-Jeonnam Branch of the Korean Society of Urban Planning at the Boseong Davichi Condo, and engaged in in-depth discussions on the vision for urban and spatial planning to ensure the success of the ‘Jeonnam-Gwangju Integrated Special City.’
This workshop was organized as the grand integration of South Jeolla and Gwangju has emerged as the region's most urgent core task. The purpose of the event was to move beyond administrative-centered divisions to comprehensively review living, industrial, and transportation zones, as well as spatial structures, and to explore the direction of a future-oriented metropolitan spatial plan befitting these factors.
Approximately 300 people attended the event, including urban planning officials from Jeollanam-do and its cities and counties, urban planning experts, and academic society members, demonstrating keen interest. Attendees focused intensively on specific practical strategies, such as changes in urban and spatial planning following the merger, the establishment of metropolitan living zones, and measures to revitalize regional strategic industries.
In particular, the event was evaluated as highly significant for going beyond mere academic exchange to examine practical urban planning strategies designed to proactively respond to the rapidly changing urban structure and living zones that will occur after the merger.
During the keynote presentations, core agendas that will form the backbone of the integrated special city were announced in succession, including: ▲ changes regarding urban and spatial planning under the Special Act on Integration; ▲ the metropolitan living zone plan and spatial planning direction for the integrated Jeollanam-Gwangju Special City; ▲ measures to revitalize regional strategic industries following the integration of Jeollanam-Gwangju; and ▲ the exploration of response strategies for Jeollanam-Gwangju based on examples of administrative district integration. Ahn Hyung-soon, Chairman of the Gwangju-Jeonnam Branch of the Korean Society of Urban Planning, stated, “The integration of Jeonnam and Gwangju goes beyond a mere combination of administrative districts; it is an essential survival strategy to achieve balanced national development and substantive decentralization.” He added, “I hope this academic conference serves as an opportunity to discuss metropolitan living area plans and future development strategies, and that the integration of Jeonnam and Gwangju becomes a practical catalyst for strengthening regional competitiveness.”
Moon In-ki, Director General of the Construction and Transportation Bureau of Jeonnam Province, emphasized, “We currently stand at a critical turning point regarding the grand integration of Jeonnam and Gwangju.” He continued, “Integration is not merely a matter of increasing scale; it must be pursued in a direction where the lives of provincial and citizen residents actually improve, regional disparities are alleviated, and industrial and residential conditions are enhanced simultaneously.” He further added, “I hope this gathering serves as a solid foundation to usher in the era of the grand integration of Jeonnam and Gwangju.”
Ahn Hyung-soon Jeonnam Province plans to actively review the expert opinions and suggestions from the field gathered at this workshop and meticulously reflect them in the process of establishing future response strategies for the integration of Jeonnam and Gwangju and metropolitan spatial planning.
