South Jeolla Province Launches ‘Happy Companionship for Returnees to Farming, Fishing, and Rural Life’ in Full Swing… “Beyond Simple Influx to Complete Settlement”

Supported 17 Teams, Exceeding Initial Target by 2.6 Times… Additional Budget Secured to Finalize Selection of 13 Groups Mandatory Local Participation Lowers ‘Localism’ Barriers and Promotes Substantive Community Harmony

(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province has put the ‘Happy Companionship Activity Support Project for Returnees to Farming, Fishing, and Rural Life,’ introduced for the first time this year to ensure the stable settlement of those returning to farming, fishing, and rural life and to revitalize local communities, on full track.

This project is drawing attention as a ‘settlement-oriented’ policy designed to help outsiders take root in the local community, going beyond mere population influx.

Initially, South Jeolla Province planned a pilot operation with the goal of selecting five groups, but the announcement resulted in 17 groups applying, confirming explosive interest from the field. Accordingly, the province urgently secured additional funding to accommodate the enthusiasm of those returning to farming, fishing, and rural areas and to maximize the effectiveness of the project, significantly expanding the number of supported groups to 13.

During the interview screening conducted last April, the province determined the final recipients by comprehensively evaluating the specificity of activity plans, sustainability, and contributions to the local community. Each selected club will receive 3 million won in activity funding.

The most significant feature of the "Happy Companion Activity Support Project" is the mandatory participation of local residents. Those returning to farming, fishing, or rural areas who have moved to Jeonnam Province within the last 10 years are required to form voluntary groups, with up to 30% of the members consisting of existing local residents.

This measure is designed to overcome the lack of communication and cultural differences with native residents, which are cited as the biggest challenges in the early stages of returning to farming. The participating local residents will serve as mentors, delivering vivid local information to the newcomers and acting as a bridge to help form human networks within the village. Key selected projects include Naju’s “Naju-ro Oranda,” which creates traditional snacks using local agricultural specialties; “Jangheung-gun Village Stories,” which records the lives and stories of local residents through video content; and the “Hoehwa Village Recording Team,” where young farmers research organic farming methods. These initiatives are expected to showcase unique activities specific to each region.

In addition to these, various projects such as cultural and artistic performances and local volunteer activities will be promoted to support those returning to farming, fishing, and rural areas, enabling them to feel a sense of pride and attachment as members of the community.

Choi Jong-min, Head of the Population Policy Division at Jeonnam Province, emphasized, “For those returning to farming, fishing, or rural areas to successfully settle, bonds with members of the local community are just as important as an economic foundation.” He added, “Beyond simply relocating, we will continuously discover tangible support policies that allow them to naturally blend into the local community, thereby breathing new vitality into the rural and fishing villages of Jeonnam.”

Jeonnam Province plans to analyze the results of this project to further expand the scale of support in the future and implement diverse community integration programs to help those returning to farming, fishing, and rural areas establish themselves as a new engine for regional growth.
