Jeonnam-Gwangju Integrated Special City Holds First ‘Visiting Integrated Support On-Site Counseling’ for Island Residents

Providing Integrated Services on Mental Health, Finance, Employment, and Welfare in Amtae and Bigeum, Sinan. Early Identification of High-Risk Suicide Groups and Households in Crisis… Six Agencies Join Hands in Tailored Support

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = The Jeonnam-Gwangju Integrated Special City has launched on-site support initiatives to improve the quality of life for island residents and eliminate welfare blind spots.

The Integrated Special City announced that on the 24th, it held the first ‘Visiting Integrated Support On-Site Counseling’ in the areas around Namgang Pier in Amtae-myeon and Gasan Pier in Bigeum-myeon, Sinan-gun. This initiative provides mental health, finance, employment, and welfare services to island residents in one location.

This event was organized to identify complex crisis factors—such as mental health issues, debt, unemployment, and economic hardship—early among island residents, who face limited access to medical and welfare services due to geographical characteristics, and to connect them with a rapid support system. As part of measures to reduce suicide rates in island regions, the Seoul Metropolitan Government has been piloting the "Island Life Stepping Stone Construction Project" since last July, targeting six cities and counties—including Yeosu, Goheung, Yeonggwang, Wando, Jindo, and Sinan—that possess 10 or more inhabited islands. This on-site counseling session is also a core program of the project.

On this day, a total of six specialized agencies—including the Jeonnam Regional Mental Health and Welfare Center, the Korea Inclusive Finance Agency, the Credit Recovery Committee, Gwangju Bank, Sinan-gun, and the Employment Welfare Center—participated in the site to provide one-stop, customized counseling.

Key support services were provided in a multifaceted manner, including: ▲ mental health screenings and psychological counseling utilizing the "Mind Relief Bus"; ▲ guidance on microfinance products and debt adjustment counseling; ▲ education on preventing damage from illegal private lending; ▲ customized employment counseling such as the National Employment Support System; and ▲ identification of households in welfare crisis and guidance on government welfare programs. In addition, personalized one-on-one counseling involving on-site home visits was conducted for the elderly or those with limited mobility, receiving a positive response from residents.

The Integrated Special City plans to immediately connect high-risk suicide groups or households facing severe economic or welfare crises with specialized agencies to provide continuous follow-up care if such groups are identified during the on-site counseling process. Furthermore, starting with this event, the city plans to sequentially expand the on-site visit program to other island regions with weak medical and welfare infrastructure.

Jeong Gwang-seon, Head of the Health and Welfare Headquarters of the Integrated Special City of Jeonnam-Gwangju, emphasized, “We intend to visit island residents directly to comprehensively examine issues ranging from mental health to economic, employment, and welfare matters, and to identify households in crisis at an early stage.” He added, “We will continue to build a tight safety net for suicide prevention to firmly fill in welfare blind spots.”
