Jeonnam and Gwangju Establish 125 Billion Won ‘Regional Growth Fund’… Accelerating Super-regional Economic Cooperation

Final Selection in Ministry of SMEs and Startups Competition, Securing 75 Billion Won in Fund of Funds… Fruition of Super-regional Cooperation Model, Concentrated Investment in Strategic Industries such as Energy, Space, and AI, Support for Promising Companies to Overcome ‘Death Valley’

(Muan/Suncheon = Break News) Reporter Lee Hak-su = Jeollanam-do and Gwangju Metropolitan City have successfully established a large-scale venture fund worth 125 billion won through ‘super-regional cooperation’ that transcends city and provincial boundaries. This achievement is expected to serve as a practical economic cooperation model opening the era of integration between the two cities and provinces, breathing new vitality into the regional startup ecosystem.

Jeonnam Province announced on the 31st that it was jointly selected with Gwangju City for the Ministry of SMEs and Startups’ ‘2026 Regional Growth Fund’ investment competition, leading to the establishment of the ‘Jeonnam-Gwangju Regional Growth Fund’ totaling over 125 billion won. With the selection in this open call, both cities and provinces achieved a significant feat by securing 75 billion won (50 billion won for Jeonnam and 25 billion won for Gwangju) in seed funding, a key source of capital. With the addition of local government funds and private capital, the total fund size is expected to exceed 125 billion won.

Notably, in addition to Jeonnam Province and Gwangju City, five cities and counties—Yeosu, Suncheon, Gwangyang, Naju, and Haenam—participated in the creation of this fund. In the private sector as well, major corporations such as POSCO Holdings, financial institutions including Nonghyup, Gwangju Bank, and IBK, and regional hub universities such as GIST, Chonnam National University, and Chosun University joined forces as investors to revitalize the local economy.

The fund is set for a total operating period of 12 years, providing an environment where local companies can grow stably without becoming fixated on short-term gains. Both cities and provinces plan to prevent capital outflow and enhance the self-sufficiency of the regional economy by mandating that at least 60% of the fund's capital be invested in local companies.

Major investment targets will focus on the future growth industries of both regions. These include Jeonnam's strategic industries—new energy, offshore wind power, aerospace, and advanced biotechnology—and Gwangju's core industries—artificial intelligence (AI), semiconductors, and next-generation mobility.

In particular, the plan is to identify promising companies that have moved beyond the initial startup phase and entered a full-scale expansion phase. The goal is to provide close support throughout the entire growth cycle, from overcoming the "Death Valley" caused by financial difficulties to achieving an Initial Public Offering (IPO) and Mergers and Acquisitions (M&A).

The establishment of this fund is expected to act as a catalyst to bring venture capital, currently concentrated in the Seoul metropolitan area, into the region. It is projected to serve as a powerful growth engine for local companies that have struggled due to a lack of funds despite possessing excellent technological capabilities. Seo Eun-su, Director General of the Job Creation and Investment Attraction Bureau of Jeollanam-do, stated, “Securing this Regional Growth Fund is a significant large-scale economic cooperation achievement accomplished since the passage of the Special Act on the Integration of Jeollanam-do and Gwangju,” adding, “We will concentrate all our capabilities to help local companies grow into globally competitive unicorn enterprises.”
