Jeonnam Police Launch Intensive Crackdown on Disorderly Conduct by ‘Two-Wheeled Vehicles’ in June and July
Summer Accidents Surge for Motorcycles, Bicycles, and Personal Mobility Devices (PMs)… Focus on Crackdowns on Failure to Wear Helmets and Traffic Signal Violations - Deployment of Unmarked Patrol Cars and Camcorders… Simultaneous Promotion of Walking Bicycles on Crosswalks
(Muan = Break News) Reporter Lee Hak-su = The Jeollanam-do Provincial Police Agency and the Jeonnam Autonomous Police Commission are launching a large-scale intensive crackdown to prevent traffic accidents involving ‘two-wheeled vehicles (motorcycles, bicycles, and personal mobility devices/PMs),’ the usage of which surges during the summer season.
The Jeonnam Provincial Police Agency and the Jeonnam Autonomous Police Commission announced that they will conduct an ‘intensive crackdown on disorderly conduct by two-wheeled vehicles’ for two months, from June 1 to July 31.
According to the police, 17 out of the 37 fatalities from two-wheeled vehicle traffic accidents in the Jeonnam region last year (2025)—accounting for 46%—occurred during the summer months of June to August. In contrast, the helmet wearing rate among accident victims was a mere 37.8%, which was analyzed as a major cause of increased casualties.
Accordingly, the Jeonnam Police plan to conduct rigorous enforcement activities centered on accident-prone areas, school zones, and busy commercial districts. In particular, they will actively utilize enforcement equipment, such as unmarked patrol cars and camcorders, to detect violations.
The main targets of the crackdown include all disorderly conduct that threatens safety, such as motorcycles failing to wear helmets, running red lights, and riding on sidewalks; dangerous operation of fixed-gear bicycles; and unlicensed driving and overcrowding of personal mobility devices (PMs).
In addition, the police will conduct promotional and educational activities to establish a proper traffic culture, focusing on crosswalks with high pedestrian traffic. They plan to strengthen on-site guidance to ensure that a culture of dismounting from vehicles and walking bicycles and PMs across crosswalks takes root.
An official from the Jeonnam Provincial Police Agency stated, “Fatal casualties in two-wheeled vehicle accidents can be sufficiently prevented simply by complying with basic traffic laws and wearing a helmet,” adding, “We will continue with ongoing public awareness campaigns and strict enforcement to create a safe traffic environment where residents can feel secure.”
