Seoul Mayor Oh Se-hoon: "Yongsan Park: Public Opinion Strongly Opposes Apartments... Must Be Preserved Completely"

Seoul Mayor Oh Se-hoon reiterated the Seoul Metropolitan Government's stance that the park's historical significance and natural character must be preserved regarding the housing supply within Yongsan Park, which has recently become a subject of controversy.

On the 24th, the Seoul Metropolitan Government released "Ilta Market - Yongsan Park Edition" through the Mayor's official website and the social broadcasting platform Live Seoul. This video is a follow-up to "Ilta Market," which diagnosed the real estate market and presented solutions for housing supply last July.

Visiting the Yongsan Children's Garden, Mayor Oh stated, "This is a space that holds the historical pain of having been occupied for over 120 years by the Qing Dynasty army, followed by the Japanese and US armies," adding, "We must preserve that historical significance and natural character to pass it on to future generations."

He particularly emphasized that in Seoul, where heatwaves have become commonplace, green spaces are more than just landscapes; they are essential infrastructure for the health and safety of citizens.

** Mayor Oh explained, "Neighborhoods with plenty of shade, grass, and trees show a difference of more than 2 to 3 degrees in average temperature," adding, "Since securing ample green space is directly linked to the quality of life for urban residents, we intend to develop and preserve Yongsan Park according to the original plan."

He also addressed the issue of soil contamination at the Yongsan Children's Garden, which is currently open on a temporary basis. Mayor Oh stated, "The Yongsan Children's Garden, currently open on a temporary basis, is a space where grass was planted after backfilling contaminated soil," and added, "If housing is to be built and resided there for the long term, fundamental purification is required, such as deeply excavating contaminated soil containing harmful substances like dioxins and treating it with high temperatures."

He then presented expert forecasts indicating that it will take a considerable amount of time to go through soil purification, zoning, urban planning, and licensing after the return of the U.S. military base before actual construction can begin. Mayor Oh pointed out, "It could take anywhere from 7 to 8 years, or even up to 10 years," and criticized, "Pushing forward with housing supply without a precise plan is highly irresponsible."

As an alternative, he proposed a plan to utilize land secured by relocating urban infrastructure, such as water treatment centers, for housing supply.

Mayor Oh stated that while the relocation of facilities and housing construction may take some time, housing can be supplied without damaging Yongsan Park, and that it is possible to supply over 10,000 units on some sites, emphasizing the need to consider this as an alternative.

He also addressed public opinion regarding housing supply within Yongsan Park. Mayor Oh asserted, "Looking at current public opinion among Seoul citizens, about two-thirds oppose using even a portion of Yongsan Park for apartment sites, and nearly half of them are expressing strong opposition."

He added, "I believe there is a civic consensus that at least Yongsan Park should be preserved intact and developed as a park as originally planned."

Mayor Oh further stated, "I feel a sense of responsibility that if I were to support converting even a part of Yongsan Park into an apartment site, I would forever be remembered as a sinner in history," adding, "If citizens support the Seoul Metropolitan Government's position through public opinion, it would be of great help in protecting Yongsan Park."
