Waves of Great Transformation: We Must Shift the Paradigm of the Korean Peninsula Through Proactive and Active Responses!
-Minister of Unification Chung Dong-young
We currently stand before three major transformations. One is the global complex crisis. Geopolitical conflicts are arising in various parts of the world, and uncertainty is growing due to supply chain disruptions and energy crises.
The second major transformation surrounding the Korean Peninsula is North Korea's "two hostile states" policy. Another major transformation is the advancement of North Korea's nuclear capabilities. In May 1992, North Korea reported to the IAEA the plutonium extracted from its 5MW experimental reactor; it reported 90g. More than 30 years later, President Trump revealed just the other day that North Korea possesses 57 nuclear weapons. Furthermore, it is important to note that North Korea's nuclear capabilities are growing even at this moment. The North is also repeatedly emphasizing its status as a nuclear power. Therefore, it is clear that the reality is that an approach prioritizing complete denuclearization, as in the past, is no longer sustainable.
We cannot avoid the great transformations facing us, but the outcome is not predetermined. We possess historical experience of actively and proactively shifting paradigms in the face of massive waves.
In the late 1980s, at the beginning of the post-Cold War era, the Roh Tae-woo administration recognized the trend of the collapse of the Cold War order and completely reversed bloc-centered, confrontational foreign policy through the July 7 Declaration of 1988 and the Northern Policy. The establishment of diplomatic relations with the Soviet Union in 1990, simultaneous UN admissions in 1991, the adoption of the Basic Agreement on the South and North, and the establishment of diplomatic relations with China in 1992—such agile responses were the result of an active and proactive response to the upheaval of the situation and were a historical achievement.
Another instance of proactive response was June 15, 2000. The history of the division of the Republic of Korea can be divided into the history before and after June 15. Through the handshake between President Kim Dae-jung and Chairman Kim Jong-un on June 15, and through the June 15 Declaration, exchange and cooperation in various fields such as economy, society, and culture were realized, and efforts to resolve humanitarian issues continued.
** Another point to remember is the September 19 Joint Statement of 2005. It is a historic declaration in the history of Korean diplomacy in which we took the lead and actively reached an agreement on the fate and future of the Korean Peninsula together with the four major powers: the United States, China, Japan, and Russia.
As such, we possess historical experience of creating change through successful, proactive, and active responses. Furthermore, this experience serves as an asset for us to realize peaceful coexistence with confidence as we stand once again before a significant transformation today. <This text is a reproduction of a post published on Facebook by Minister of Unification Chung Dong-young.>
