Beyond a Financial City to a 'Global Gateway'… Hong Kong Expands Contact with Korean Startups
From a financial hub to a global expansion base… Reshaping Hong Kong’s startup ecosystem
A structure combining talent, capital, and markets… Strengthening the foundation for producing IPOs and unicorns
Support from entry to settlement… Expectations for expanded entry of Korean startups
On April 24, a small-scale meeting was held at Spark Plus in Samseong-dong, Seoul, attended by officials from Invest Hong Kong and a group of Korean journalists. This visit was arranged as part of a schedule to expand contacts with Korean startups and to directly introduce support policies for entering the Hong Kong market and the investment environment.
Wendy Chow, Head of the Digital Technology and Data Infrastructure Team, and Kinder Chu, Startup Officer, attended the event to share insights on the current status of Hong Kong's ICT industry, its startup ecosystem, and strategies for attracting foreign companies. The meeting lasted approximately one hour and featured explanations focused on support policies and real-world case studies for domestic startups considering entering the Hong Kong market.
Wendy Chow, Head of Digital Technology and Data Infrastructure at Invest Hong Kong, is explaining Hong Kong's ICT infrastructure and startup support environment.
Hong Kong, Redefined as an Expansion Hub Beyond Finance
While Hong Kong has long been recognized as a global financial hub, it has recently been strengthening its role as a base for the global expansion of startups. The trend is shifting from simply being a city where capital gathers to emphasizing its function as a "stopover point" for companies moving to their next markets. In particular, it was repeatedly mentioned at the meeting that Hong Kong is serving as a gateway for global business beyond Asia, based on a structure where capital, talent, and markets are simultaneously connected.
Behind these changes lies Hong Kong's unique economic structure. Based on a free trade system, Hong Kong features an environment with no tariffs and free capital movement, and foreign exchange regulations are virtually non-existent. These conditions serve to significantly lower the financial and transaction barriers that companies face when expanding overseas.
In addition, corporate tax remains at a relatively low level with a two-tier structure (8.25% for the first 2 million Hong Kong dollars, and 16.5% thereafter), and the absence of value-added tax or withholding tax is also cited as a factor that reduces the burden on business operations.
Furthermore, Hong Kong occupies a rare location that simultaneously connects mainland China with the global market. It functions as a gateway for Chinese companies to expand overseas and as a bridgehead for global firms to enter the Chinese and Asian markets. For this reason, numerous global companies have established their Asian headquarters in Hong Kong, and an increasing number of startups are also choosing the city with "multi-market expansion" in mind, rather than just entering a single market.
Consequently, Hong Kong is no longer confined to the single image of a 'financial hub.' It is evolving into a structure that supports the very process of startups expanding into global markets amidst an environment where capital, talent, and information circulate rapidly, and this is cited as the reason why Hong Kong deserves attention recently.
A startup ecosystem combining talent, capital, and markets
Hong Kong is also growing rapidly in terms of its startup ecosystem. As of 2025, there are approximately 5,200 active startups, and the proportion of foreign founders is relatively high. In particular, a multinational startup environment has been formed with an influx of founders from various countries, including mainland China, the UK, and the US.
Companies are growing in various industrial sectors such as fintech, AI, biotechnology, and smart cities, and some unicorn companies have even emerged from Hong Kong universities. Hong Kong also demonstrates strength in the IPO market, and is considered to have relatively clear pathways for startups to raise funds and exit.

The strategy for securing talent is also proactive. Hong Kong is home to a concentration of world-class universities and operates a visa system that allows graduates to stay for a certain period after graduation. It continuously recruits global talent through high-level recruitment programs such as the 'Top Talent Pass Scheme,' and is expanding its systems to provide employment opportunities for graduates from major overseas universities, including those in Korea. These policies serve as supporting factors for the sustained growth of the startup ecosystem.
Support for the entire expansion process… A support structure that 'designs everything until settlement'
The role of the Hong Kong Investment Promotion Agency (HKIBPA) was also introduced at the meeting. As an agency under the Hong Kong Special Administrative Region Government, HKIBPA supports overseas companies in entering the Hong Kong market. It provides full support for the entire process, ranging from company incorporation and visa issuance to connecting with offices and incubators, matching with local partners, and post-entry management; all services are provided free of charge. In particular, it operates dedicated industry-specific teams to provide customized support tailored to companies' business sectors and assists with market entry by leveraging a global network of over 30 locations.
Furthermore, government-led incubation centers and R&D support programs are available in Hong Kong. Representative examples include the Hong Kong Science and Technology Park (HKSTP) and Cyberport, where startups can receive free office space for a certain period, as well as funding for research and development and support for commercialization. Some programs even offer cash grants worth hundreds of millions of won. This infrastructure is distinctive in that it goes beyond simple startup support and features a structure that connects to the actual commercialization stage.
Kinder Chu, a startup official, is explaining the Hong Kong startup ecosystem and support policies for market entry at a meeting held at Spark Plus in Samseong-dong, Seoul.
During the meeting, questions regarding the current status of Korean startups entering the Hong Kong market continued. In particular, there was high interest in actual entry cases and market share, leading to a concentration of inquiries on these matters.
Currently, expansion into Hong Kong is gaining momentum, led by a select few companies. Megazone Cloud is utilizing Hong Kong as its Asian hub, while Lee Yeon Information Technology is pursuing local expansion by participating in a program based at the Hong Kong Institute of Science and Technology. However, the proportion of Korean companies within the overall startup ecosystem remains limited.
Citing this situation, the Hong Kong Investment Promotion Agency stated its intention to strengthen efforts to expand engagement with Korean startups. Moving forward, the agency plans to more actively support the entry of domestic startups into Hong Kong and expand programs designed to assist with their local settlement and expansion.
Hong Kong is expanding its startup ecosystem based on its geographical and economic position that connects mainland China with global markets. Beyond being a mere financial hub, the trend is to strengthen its function as a strategic base that companies can utilize in the process of expanding into global markets.
Hong Kong is expected to play an increasingly significant role as a new overseas expansion option for domestic startups.
