Changwon Mayor Kang Ki-yoon Visits National Assembly to Promote “On-site Proposals”
Proposals Addressing Key Immediate Issues Facing the City, Including Securing State Funding, Expanding Metropolitan Transportation Networks, and Changing Criteria for Special City Designation
Ahead of the finalization of the government’s 2027 main budget, Changwon Special City Mayor Kang Ki-yoon personally visited the National Assembly to secure key state funding for next year and resolve major local issues.
Changwon Special City announced that Mayor Kang is engaging in "hands-on" administration by visiting the National Assembly in Yeouido, Seoul, for two days starting on the 12th and holding a series of meetings with local lawmakers and key parliamentary figures.
For this visit, Mayor Kang revised his strategy to a "1:1 close-knit, on-site proposal" approach, personally visiting individual lawmakers' offices and standing committees to explain the urgency of projects.
A total of 33 proposals were submitted (16 regarding state funding and 17 regarding pending issues), with a focus on eliciting practical cooperation by providing detailed, customized materials for each lawmaker. The total project cost for the proposed state-funded projects amounts to 470.4 billion won, and a request was made to ensure that 69.8 billion won of this amount is reflected in next year's government budget proposal.
The major proposed projects include a concentration of tasks poised to transform Changwon's future growth landscape, such as the Smart Green AX Demonstration Industrial Complex construction project, the SMR Manufacturing Parts Testing and Inspection Support Center construction project, the Changwon National Industrial Complex Regeneration Project (Bongam Bridge expansion), the Palyong Drainage Pump Station Natural Disaster Risk Improvement Zone maintenance project, and the Marine Leisure Education and Experience Center development project.
Regional pending issues include the expansion of the metropolitan railway network, such as the CTX-Jinhae Line and the Dongdaegu-Changwon High-Speed Railway, the construction of an underground expressway between Seomasan JCT and Wan-am IC, inclusion in the 6th National Road and Provincial Road Construction Plan, the construction of the Changwon branch of the National Museum of Modern and Contemporary Art, and the early opening of the Bujeon-Masan Double-Track Railway.
On the 12th, Mayor Kang met in succession with the offices of Assembly members Kim Jong-yang, Choi Hyung-doo, and Yoon Han-hong, as well as Yoo Ui-dong, Chairman of the National Assembly Land, Infrastructure and Transport Committee; Park Deok-heum, Deputy Speaker of the National Assembly; and Jeong Jeom-sik, Floor Leader of the People Power Party.
In particular, he strongly urged Chairman Yoo Ui-dong to expand key transportation networks, such as the CTX-Jinhae Line and the high-speed railway connecting to the Gadeokdo New Airport. He also called on Deputy Speaker Park Deok-heum and Floor Leader Jeong Jeom-sik for institutional support, including the amendment of laws designating areas with declining populations in administrative districts of integrated cities and changes to the criteria for designating special status cities outside the capital area.
Changwon Mayor Kang Ki-yoon expressed his determination, stating, "The success or failure of securing state funding and resolving pending issues ultimately depends on timing and a close partnership with the National Assembly." He added, "Through a speedy and strategic response, I will activate a cooperative network that transcends partisan divisions to ensure Changwon's future growth engines are secured."
On the 13th, the second day of his visit, Mayor Kang is scheduled to meet with standing committee members and key officials of the National Assembly in turn to continue his final efforts to persuade them to secure state funding.
