Samsung Union Begins Vote on Tentative Wage Deal

The Electronic Vote Runs from 2:12 P.M. on May 22 Through 10 A.M. on May 27

Samsung Electronics Union officials hold flags at the Samsung Pyeongtaek Campus, where a union rally was held in March.

A member vote on the provisional wage agreement reached by Samsung Electronics management and labor will begin at 2:12 p.m. on May 22. If the provisional agreement passes the union vote, it will acquire final legal effect.

The vote will be conducted electronically over six days, from May 22 through 10 a.m. on May 27. Eligible voters are union members listed on the membership roster as of 2 p.m. the previous day.

According to the National Samsung Electronics Labor Union, the start time was pushed back from 2:00 p.m. to 2:12 p.m. due to server overload on the union’s website.

The provisional agreement will be formally approved if a majority of voting-eligible members participate and more than half vote in favor. If the agreement fails to secure majority support, it will be rejected and both sides will be required to return to the negotiating table.

The “2026 Wage Negotiation Provisional Agreement” reached by Samsung Electronics labor and management on May 20 includes the creation of a new “Special Management Performance Bonus” for the semiconductor division funded at 10.5% of business performance, the introduction of a housing loan program with a ceiling of 500 million won (approximately $333,333), and an average wage increase of 6.2%, comprising a base increase of 4.1% and a performance-based increase of 2.1%.

Market analysts expect Samsung Electronics to post operating profit of as much as 300 trillion won for the full year. If that forecast holds, 31.5 trillion won, representing 10.5% of business performance, would be allocated as the funding source for the Special Management Performance Bonus.

Employees in the memory business division, which has driven company-wide results, are estimated to receive performance bonuses of up to 600 million won this year, combining the Special Management Performance Bonus with the existing OPI (Excess Profit Incentive). The Special Management Performance Bonus will be paid entirely in company stock on an after-tax basis, in accordance with conditions set by the company.

The non-memory divisions, including System LSI and Foundry, which are expected to post losses this year, are projected to receive a Special Management Performance Bonus of approximately 160 million won per person, based on their share of the DS division’s common funding pool of 40%.

Employees in the DX division, which handles smartphones and home appliances, are expected to receive compensation of only around 6 million won in company stock.

Industry observers broadly expect the vote to pass. This is because approximately 80% of members of the Inter-Enterprise Labor Union Samsung Electronics Branch, the only union holding a majority within Samsung Electronics, belong to the DS division. However, strong opposition from DX division and non-memory business unit members remains an unpredictable variable.

Choi Seung-ho, chair of the Inter-Enterprise Labor Union, told members the previous day: “This agreement is the result of the best efforts of the Inter-Enterprise Labor Union and the Joint Struggle Committee. I will take the outcome of the provisional agreement vote as the scorecard given to us by our members.”
