‘Gathering the Capabilities of 3.2 Million Citizens’: Jeonnam Gwangju Special City Officially Launches ‘Honam Region Semiconductor Cluster Pan-Citizen Promotion Committee’

Mayor Min Hyung-bae: “Moving Beyond a Speed Race to a Blitzkrieg in Attracting Semiconductor Fabs… Utilizing Military Airport Sites to Establish Mass Production Systems by 2030”

(Break News Jeonnam Gwangju) Reporter Lee Hak-su = On the 24th, the Integrated Jeonnam Gwangju Special City held the launch ceremony for the ‘Honam Region Semiconductor Cluster Pan-Citizen Promotion Committee’ at the main conference room of the Gwangju Chamber of Commerce and Industry, launching a pan-regional all-out effort to establish a new growth axis for the national semiconductor industry.

The Pan-Citizen Promotion Committee is set to serve as a pivotal hub for public-private cooperation, uniting the capabilities of 3.2 million local residents to help ensure the successful settlement of the semiconductor cluster. At the inauguration ceremony held on this day, approximately 150 prominent figures from various sectors—including Min Hyeong-bae, Mayor of the Integrated Jeonnam-Gwangju Metropolitan City; Song Hyeong-gon, Chairman of the City Council; National Assembly members Ahn Do-geol, Shin Jeong-hun, and Jeong Jin-wook; Han Sang-won, President of the Gwangju Chamber of Commerce and Industry; Jeong Eun-seung, Chairman of the Semiconductor Strategy Committee; and representatives from the business, education, labor, and civil society sectors—attended in large numbers to reaffirm their resolve.

The Pan-Citizen Promotion Committee includes not only administrative and economic institutions such as the Integrated Jeonnam-Gwangju Metropolitan City, the City Council, and the Gwangju Chamber of Commerce and Industry, but also major local universities and research institutes such as GIST (Gwangju Institute of Science and Technology), Chonnam National University, Chosun University, and Honam University. Furthermore, with the large-scale participation of labor unions (including the Federation of Korean Trade Unions and the Korean Confederation of Trade Unions), the media, religious groups (such as the Council of Christian Denominationals and the Buddhist Federation), and major civil society organizations like the YMCA and YWCA, the committee has been established as a truly representative regional body. The Steering Committee plans to carry out multifaceted activities in conjunction with the government's plan to establish a semiconductor cluster in the Honam region, including making recommendations to the government and the National Assembly, supporting the attraction of investment from leading domestic and international companies, building consensus within the local community, and securing momentum for the timely construction of core infrastructure.

On this day, participating organizations adopted the "Joint Declaration for the Successful Establishment of the Honam Semiconductor Cluster." In the declaration, the Steering Committee expressed its determination, stating, "The establishment of the Honam Semiconductor Cluster is a critical national project that will build a new growth axis for the national semiconductor industry and enhance supply chain stability, while simultaneously creating regional growth engines and realizing balanced national development."

To this end, the Steering Committee presented eight key action items: expanding city-wide consensus, fostering professional talent, establishing labor-management co-growth and a culture of mutual benefit, cooperating with the government and the National Assembly to develop infrastructure such as electricity, water, and transportation, attracting domestic and international investment and building an industrial ecosystem, creating high-quality jobs for youth and local residents, fostering close cooperation among community members, and driving the leap forward of Korea's semiconductor industry to become a leader with a significant competitive edge. During the main launch ceremony, a unique performance took place in which semiconductor circuits radiated from Honam to the entire nation as key attendees pressed LED touch buttons. All participants raised slogan cards wishing for success, demonstrating their enthusiasm for completing the project.

In his congratulatory remarks, Min Hyeong-bae, Mayor of the Jeonnam-Gwangju Integrated Special City, emphasized, “The launch of the Pan-Citizen Promotion Committee is the result of the strong collective will of 3.2 million citizens to ensure the project’s success.” He added, “The administration will take the lead in providing unsparing policy and institutional support to gather momentum for innovation.”

He further stated, “Taking advantage of this precious opportunity, which is difficult to find a parallel to in the thousand-year history of Jeolla Province, we will firmly establish it as a sustainable growth engine for the future.”

Meanwhile, the Jeonnam-Gwangju Integrated Special City plans to launch an “all-out blitzkrieg”—going beyond a mere speed race—to attract a semiconductor fabrication plant (Fab). The plan is to utilize a 2.5 million pyeong military airport site, where business can begin immediately without separate land expropriation procedures, to start construction on four basic fabs early and to establish a mass production system without setbacks by 2030.
